At the intersection of J. Turner Butler Boulevard and the I-295 East Beltway, with internal access on River City Drive, Town Center Parkway and Big Island Drive

Existing restroom provision
There are permanent restrooms inside the anchor stores, restaurants and common areas, but because the centre is open-air, a crowd gathered in the plazas or the parking fields is nowhere near them. Large outdoor events, parking-lot festivals and anything running after the individual stores close are where the need actually shows up.
Truck access
Deliveries have to work around a very large but heavily used parking field, defined service and loading routes behind the retail blocks, and pedestrian plazas where placement needs Simon's sign-off. Event days and the holiday season bring near-capacity parking and traffic backing onto Town Center Parkway and the JTB and I-295 ramps, so drops are realistically overnight or early morning.
Permitting
The centre is private property, so approvals come from Simon Property Group management rather than the city. Anything that spills onto public right-of-way, closes a street, or draws 500 or more people onto public property additionally engages City of Jacksonville special-event permitting.
