Banks of units for a ticketed crowd
A Riverwalk festival downtown, a street festival at Beaches Town Center, a fairground weekend out at Callahan. At this scale the count is arithmetic, but the placement, the ADA provision and the service window are what actually decide whether it works.
The arithmetic
Roughly one unit per hundred guests over a four-hour run, with a duration factor as the hours climb and a meaningful uplift if there is a bar. Accessible units run additive at about one per eight, and hand-wash stations at one per three.
The placement
Spread banks rather than one big block, so nobody crosses the whole site. Keep the accessible unit at the end of a run with a clear approach, and put the hand-wash stations to the side and within sight of the serving line.
The service window
On a multi-day event the units get serviced between sessions, not during them. That window has to be agreed before the site plan is signed off, because on a closed street there may only be one time it is possible.

Festivals & Concerts - the usual questions
Earlier than most people expect, because a large festival ties up a lot of stock at once. The gate count, the run time and whether there is a bar are the three things that set everything else.
Units have to be in place before the closure takes effect, and that is a hard constraint rather than a preference. On a Beaches Town Center or downtown closure, anything not staged in time simply cannot get in.
About one per eight units, and never fewer than one. On a permitted event the reviewer will be counting, and this is the item that gets flagged most often.
Yes. The Northeast Florida Fair and the rodeo weekends are the recurring ones. The thing to watch there is the at-grade CSX crossings in town - a stopped freight can hold a delivery for a while, so the route gets planned around them.
On a multi-day event that is usually the arrangement. It has to be agreed with the venue and the closure plan first, so raise it while the site plan is still being drawn.
City special-event applications go in no less than 90 days and no more than 365 days ahead, and any gathering of 500 or more on public property is automatically a special event. We are not your permit consultant, but we will make sure the sanitation side matches what you have applied for.
